feat: move tailscale device discovery and settings into a plugin

Browse Source 
Adds plugins/tailscale/ with a devices sidebar tab, admin settings
section, and re-auth dialog. Host Metrics tailscale manager card and
SSH re-auth banner parsing stay in core.
